Project Services Engineer

The HA & HB-Buko projects aim to provide c. 350-450 MMscf/d of gas to the NLNG Train-7 from 2029+, as well as 25-30 kb/d of oil and condensate for export. The project’s projected gas supply constitutes c. 25% of the overall supply to the NLNG Train-7

The HA project completed FEED in Apr-25 and is now completing the tendering phase of the project contracts.

The HB-Buko project has initiated FEED in Q2-26. It is the plan for project to take jointly FID end of Q1-27. Given the strategic importance of both projects to the NLNG Train 7, and in order to derisk the project execution schedule to protect the First Gas Date, a full integration and optimization of HA & HB-Buko has been endorsed by the JV partners to improve the business case and to accelerate further optimizations of the projects.

The Project Services Engineer supports the delivery and integration of the full suite of Project Services activities—including Estimating, Cost Engineering, Planning Engineering, Risk Management, and Benchmarking—across all project phases to enable effective project execution and decision-making. Working under the guidance of the Project Services Manager, the role contributes to the development and maintenance of project controls, ensuring accurate data input, analysis, and reporting of cost, schedule, and risk performance. The position collaborates with project and functional teams to support standardized processes, prepare high-quality deliverables for decision gates, and incorporate project complexity, local requirements, and carbon considerations into plans and forecasts. It also assists in contractor coordination, contract evaluations, and the preparation of reports, helping to identify trends and deviations. Additionally, the role contributes to continuous improvement and capability development within Project Services, while upholding strong HSSE and quality standards.

· Deliver, align, and integrate a full suite of Project Services (PS) activities and deliverables i.e., Estimating, Cost Engineering, Planning Engineering, Risk Management, Benchmarking, and Project Services Management. The scope covers pre-DG3 and post-DG3 projects.

·  Member of Renaissance Project Services Network. Collaborate with Project Services and other functions for standardization, tools calibration, data collection, benchmarking, continuous improvement, and Regional/Global support.

·  Represent PS in the Project Leadership Team and participate in internal meetings, reviews, assurances, audits, and external engagements.

·   Supply accurate and verified data to the Business Opportunity Manager/Project Manager on which to base decisions.

·   Present a credible and competitive outcome to Senior Leadership.

·   Incorporate project complexity factors and local requirements into project planning, cost and risks and assemble key input data such as project objectives, value drivers, scopes, contracting strategy, execution strategy, and embed carbon reduction & abatement.

·   Support quality integrated-PS inputs into decision gates and into all PS deliverables.

·   Ensure application of lessons learnt from ongoing and completed projects into PS activities/deliverables.

·   Support strategic planning for PS activities/deliverables and map out internal/external stakeholders.

·   Establish, implement, monitor, and improve project controls process, system, and plan.

·   Ensure that the contractors’ delivery is comprehensive and complimentary to PS requirement. Support the development of project work breakdown structure, cost breakdown structure, estimates, activities, logic, resources, and progress of the integrated project schedule.

· Support the development of Cost, Time and Resource sheets, validation of VOWD, payment milestones completion certificate, and Contractors invoices.

·  Prepare reconciliations between earlier cost estimates and the current cost forecast and similarly apply for schedule and risk.

·  Review scope change requests for cost & schedule impact.

·  Provide Business Opportunity Manager/ Project Manager with accurate overall monthly reports covering progress updates, forecast completions, together with the critical path and trend analyses for cost, planning and risk.

·  Analyze the trends and provide early warning of any deviations.

·  Ensure quality and timely submission of cost, schedule, and risk assessment into investment documentation, annual budget, and cash calling submissions.

·  Develop contract pricing and administration instructions for alignment with the cost breakdown structure, bid evaluations and company counter estimates to support contract award recommendations.

· Develop the contract key dates, milestones and company plan dates for alignment with the overall integrated plan, in evaluating bid schedules and in reviewing contractor plans to support contract award recommendations.

· Apply probabilistic techniques to determine and communicate the possible range of cost and schedule outcomes for the project, interacting with partners whenever required to jointly conduct those risk analyses.

Motivate, coach, and develop PS Engineers towards improving Project 

• Bachelor's degree in Engineering with a minimum of 10 years of extensive experience in the Oil and Gas industry.
• At least 5 years of project experience, including substantial responsibility for managing Project Services and/or Project Engineering scopes on post-DG3 projects.
• Demonstrate good team leadership capability. Significant experience in managing multi-discipline of engineers with ability to coach people. Proven interpersonal and relationships skills in complex environments with ability to collaborate with personnel of diverse backgrounds.
• Core competencies – possess skill level understanding of Project Services Management/Project Engineering, and knowledge level for Cost Estimating, Cost Engineering, Planning Engineering, Risk Management and Benchmarking principles.
• Demonstrate skill level understanding of local contracts & procurement requirements
